    Isn’t every top politician keeping part of their professional communication out of such requests at this point? Not just Hillary’s #butteremails but I seem to remember instances where Ursula vdL did that, even Merkel texted certain things (definitely [non-sarcastically] just a coincidence that all of the people I named are women).

      They called it the “Rutte doctrine” in the Netherlands, under previous prime minister (and current NATO chief) Mark Rutte, if you need a male example.
