Officials say over 100,000 residents in the Texas border city of El Paso were left with little to no water after a main break over the weekend, and it was expected to take till mid-week for operations to return to normal.

What are you talking about? It’s a water main break and the city set up water distribution sites for the affected people while repairs are underway. It’s not even a national news worthy event.
This has nothing to do with the US federal government.
Surely the scale, 100,000 people suddenly without clean water is a lot.
Yes, but it has nothing to do with the city or country being unwilling or unable to provide for its citizens. And 100k is about 14% of the population.
It sucks, but shit happens. It was a 36" main, and that’s a pretty major break which just takes time to fix.
