
Uruguay’s government has launched a nationwide contention and prevention strategy to brace for what meteorologists are calling one of the most severe El Niño events in a century and a half, with official projections warning that up to 25,000 people could be displaced by flooding before the end of the year.
The Uruguayan Institute of Meteorology (INUMET) has confirmed that the El Niño phenomenon is now firmly established and is expected to intensify into a very strong event, bringing heavy rainfall through the last quarter of 2026 and into the start of autumn 2027.

President Yamandú Orsi met with mayors from all 19 of the country’s departments in Colonia to coordinate the distribution of emergency funds and prioritize infrastructure works aimed at protecting vulnerable communities.
Government planning scenarios anticipate that roughly 5,000 of the potentially displaced residents will need direct evacuation and emergency assistance due to flooding in the most exposed areas, particularly along river basins and low-lying urban zones.

Text reads: “El Niño recorded +2.54°C, confirming one of high magnitude. This anomaly will continue to increase until November/December. It means a climate threat, for example, from floods on the Pacific coast in Peru and Ecuador, over south Brazil, Uruguay and northwest of Argentina.”
Emergency Financing
To fund the response, Uruguay’s presidency secured a 750 million dollars package from the Inter-American Development Bank and the Development Bank of Latin America and the Caribbean.
Because multilateral funds of that kind are typically restricted to the active emergency phase, President Orsi announced that the national government will separately allocate up to $40 million for immediate preventive works to be carried out by local departments -covering riverbed clearing, canalization projects, and upgrades to urban drainage systems ahead of the storm season.
Orsi pledged that state resources would be available as needed, framing the effort as a matter of both territorial management and social protection.

A Historic Climate Event
Uruguayan meteorologist José Serra has described the emerging El Niño as potentially the most severe in 150 years of scientific observation, attributing its intensity to human-driven climate change. Serra said the event will not bring steady, continuous rain but rather short, extremely violent bursts of precipitation capable of overwhelming already-saturated soils and triggering widespread flooding.
He linked the anomaly to simultaneous warming across the Atlantic, Indian, Mediterranean, and Arctic basins, which is accelerating evaporation and disrupting global thermal currents. Serra warned the fallout will extend well beyond flooding itself, straining agriculture, livestock production, tourism, and transportation networks, with likely damage to roads, air terminals, and crops. His assessment aligns with warnings from the U.S. National Oceanic and Atmospheric Administration and the World Meteorological Organization, both of which have confirmed the exceptional scale of the developing event.
The Uruguayan case fits into a broader pattern of extreme weather this year, including melting glaciers, wildfires, record heat waves in Europe, and catastrophic flooding elsewhere -developments that have intensified calls for stronger climate adaptation policies worldwide.
