Stoking and then preying upon the hope of people with less than you is a pretty established and reliable tactic.
Demographic undertones are the key. Point at a race, gender, religion, sexuality, etc. and say that they’re trying to take away what little you have. It creates a fear response that turns to anger.
That brand of anger is the kindling for fascism.
