- Passage des législatives à la proportionnelle.
- A l’issue des législatives, le Président de la République charge une personne de former un gouvernement. Une fois le gouvernement formé la personne qui l’a formé est nommée premier ministre.
- Le Président de la République ne préside plus le conseil des ministres. C’est le Premier ministre qui le fait.
- Le président de la République est élu a SU indirect tous les 7 ans.
J’ai entendu ça d’un constitutionnaliste: on n’est pas dans la situation où le pst décide a l’avance de l’esperance de vie du premier ministre qu’il nomme. Si la personne choisie réussit à constituer un gouvernement alors il/elle est nommée sur le poste. Couplé à la proportionnelle, ça affranchit de la dure étape de constituer des coalitions avant l’élection et tous les renoncements a priori. Chaque parti peut donc défendre son programme sans se soucier d’éventuelles alliances qui de toutes façons n’interviendront qu’après l’élection.
