Proper pedestrian infrastructure is part of public transport. You cannot have a bus if you cannot get to it and in this case it seems you cannot get to the transportation option by foot.

Most of them are not. But the police are not very active in that regard, at least here i Denmark. We have the 25km/h and 250w max pedal assist which I think is a good limit to distinguished them from mopeds and motorcycles.
