We shouldn’t underestimate the lengths governments will go to enforce evil laws. If you ban the import and sale of computers without firmware-level enforcement of such laws, you can do all kinds of things! If you geoblock all websites where you can download open source operating systems, you can do… etc. etc.
For those reasons, I would hesitate to call it impossible.
Firmware level enforcement is hard to update. You code for image recognition, and suddenly you’re either enforcing art school sharia law, or you’re making sure every kid has a thing for extreme/artificial skin tones and censoring trees.
