I dont know but here is how you could find it: Try searching “only one crime prevented by CCTV in London”, read the news articles that come up and see if any of them reference the study name or authors. Then search annas archive for that study/authors if it is not available publicly.
There doesn’t seem to be a public study, news outlets claim they were quoting an internal police report.
