Macau isn’t the only place in China where gambling is legal.
There are no casinos in Hong Kong but gambling on the horse races is a staple of local culture.
I think it’s more of gambling being such a major aspect of Macau

Challenge: find an article about china in mainstream media that does not try to forcibly mention tiananmen square to put china in a bad light.
