I’m not an expert in diplomacy between nations like these career warhawks, but maybe they could try something novel like offering to not be endlessly aggressive toward Russia because it doesn’t completely and utterly submit to their whims? I don’t know, just throwing it out there. I know I do not possess the Great Wisdom of the Colonizer ™ imbued into them via the magic of being a vassal of a genocidal empire that wants to own the entire world.
Probably not if there was no change in power, but then, if there was no change in power, it’s highly unlikely they’d ever try either unless they were backed into a corner about it. Still, if the tools of western empire were actually interested in peace (which they continuously show they are not), they would try for it even if it was a long shot. But they aren’t, so they don’t.
