Authoritarian regimes select for loyalty over competence. Nazi Germany was a complete shit show and all the leaders were dangerously incompetent (with the possible exception of Goebbels).
I will give you that they started out as a shit show then got their act together by means of social darwinism- isn’t that fucking ironic. I mean ICE is the Sturmabteilung by any reasonable comparison, and they fill the exact same purpose- spread terror and fear, bring chaos and disorder, until they are no longer useful to the regime, they’re street muscle.
Then they outstay their welcome, people like Bovine become too powerful or cumbersome, time for the night of the long knives, and the SS takes over. In our case likely special forces or some enclave within the army or NSA that will get promoted up the ranks based on loyalty, just like you say.
