I’m guessing like a lot of continental SEA, ICE vehicles contribute to air pollution but the majority is related to agricultural burning practices. Bold ecological steps are laudable but this will disproportionally burden the poor and has the potential to paint similar projects as unfeasible and destructive if it goes poorly.

It’s probably a good thing for Hanoi given how much air pollution is there.
