Orbital launch sites work better near the equator. Perhaps a deal with Mexico would help.
Wellll if you’re going to a more polar orbit, launching from a higher latitude means you don’t have to burn off as much of the Earth’s rotation. If you could launch 1000kg to SSO from Kodiak, that would be about 980kg from Vandenberg.
