Several countries have decided to rename things up to and including the spelling of their own name, no other entity on the planet is required to acknowledge the change.
If the head of some government wants to rename a body of water, nothing is stopping them from declaring the name change, whether there’s a law in-country saying they can or not is irrelevant. Nothing is making anyone else use the changed name, either.
