China doesn’t want a US aligned unified Korea on its doorstep, so while they push n Korea to not act too crazy, they don’t want them to reunite. S Korea has made overtures for peace and economic collaboration repeatedly. But It’s really n Korea that refuses to talk.
N and S Korea are still at war. If one is allied with S Korea, it makes quite a bit of sense to have sanctions against N Korea, no?
