At the end of every major patch, CIG awards ships to the most active players based on how much they played around with new features, some random metrics, or their contributions to the issue council. 3 players are selected for each award. The issue council awards are usually the most consistent from one major patch to the next, but they removed the reward for finding the most duplicate tickets this time around.
From the linked article it looks like they have plans to expand on this program.
